Can I program my own widget apps

Hi so I’m not really into app development but with the new widgets I was wondering if it would be possible to create my own iOS app and implement a widgets for that app.

For instance if I wanted my own Reddit app that posted images from subreddit x, would I be able to just build the app for myself and avoid the whole apple dev application process or would apple still have to approve my app before I could use it.

Also I do have programming knowledge, I just want to know how feasible the idea is and whether apple would have to approve the app
