Can I transfer photos and videos to icloud, yet have them separately stored on my phone? (Plz help)

Hi, I’ve noticed the problem that I only seem to be able to either: Sync my photos on icloud and my phone, (if I delete photos on either one I delete them on the other as well). Or I simpily transfer then over to icloud and then inferior photos gets stored on the phone?

I simpily want to transfer all my photos to icloud yet be able to keep some of then on my phone. I want to be able to transfer all to icloud and then manually delete the ones I want to on my phone while they they are still safely stored on the cloud. Is that possible? If so, how?
