Cooling system issue

It has come to my attention that my liquid cooling system is not working in some way. My computer is overheating way to much even in an idle stand(maxing from 90-100C after 20 minutes, even if I do not do anything on my computer). I tried compressed air on the radiator and all the fans to clean it up anyway I could with no luck. I was also wondering if that fix is under my warranty and if there is a way to check if I am still under warranty before just sending it to find out that it is not. I have only had my computer for 9 or 10 months now.
