Big city and no water?

So I own a G 2 house in a somehwat good location and we have water issues. Because of which we rented the 2 floors for a commercial (godown) purpose where they barely use any water. Now things have been so worse, even my family of 3 is not able to manage water. Water comes one every other day. We have borewell about 500ft thats dry most summers. Then we have apartments in my colony 5-6 floors with 2000 fr borewell.

We even spend 1L and got a new connection coz the water guys told theres a new pipeline that has good water supply (worse decision as it has been the opposite). We order tanks every week or other week during feb-july and some times they charge 1000 to come early or they dont come until 15-20days and sometimes a no show!!

How can govt allow multiple floors without having an idea of how muh water they can provide. Why does every damn house needs a borewell. We are destroying the land. Not like we have the best landscaping anyway.
