Heat still running with thermostat off on hot water baseboard heat - need help troubleshooting

I have a Slantfin Liberty II oil boiler with 2 heating zones and hot water baseboard heat. Our first floor heating zone is still heating with both zone thermostats off. Boiler is also heating to around 210* with the high - low settings at 140 - 180. Water pressure is around 10-12 psi, and around 15-18 when the temp gets up to 210.

Both zones have a Taco Cartridge Circulator (007-F4) at the return below the zone valve. There is a minor leak at the zone valve that is still heating, and the pressure release valve above the boiler is also leaking a little bit of water.

I've tried shutting the boiler off at the switch and circuit breaker. We just turned the heat on a little over a week ago and were having issues with the 1st floor not heating, so I just purged the air from both zones a day before this began.

I believe the cartridge circulator is most likely the problem, but any other suggestions would be appreciated. I can provide pictures if necessary. Thanks!
