Charged for repair but still not working

Repair tech came on Wednesday for a service call because our AC unit was not cooling well. The tech determined that we had a leak in one of our lines going from the unit outside up into the attic. They returned and repaired that leak on Thursday and charged us almost $800 for that repair, but when the tech left, the unit still was not running because then they said that "we determined that there is restriction in the system.recomend replacing evap and condenser" so now they're telling us that we need a whole new unit after charging us big money for the repair. Does that seem legit? I think that the tech was an amateur (I know it's hard to hire good people these days) so I want to know if a good tech could have known about the restriction issue without charging me so much for a "repair" that didn't get the unit working.
