Help my grandma not melt

Context: grandmas old a/c unit needed a compressor, it’s an old refrigerant type so sadly she had to splurge and buy a brand new system to the tune of $9,000. I went down to the lake house for the first time since the install and the house is struggling to get below 80, a/c unit is running fine but was shutting on and off in I’d assume some type of cycle. Once I began going in and out of doors in the house it wasn’t able to get it below 83. It’s not a large house by any means, idk the square footage but your average 2 level, one ground and one sub level 300k house so I don’t think it’s too much for the unit to handle.

Is it normal to have the unit operate in something like 10min on, 10 min off cycles? (Not exact on that cycle time).

Looks like the compressor and line leading to the house is covered in ice. I’m familiar with car ac systems, doesn’t this mean there might be a clog/ incorrect amount of refrigerant?

My grandma went to the house a week early and is having a seriously rough time with it being 85 inside and I’m just worried about her medically.
