Advice on Air Pressure and reducing sound out of vents

Hi guys. Hoping someone might have some ideas. I moved into an apartment that has the Rheem RCHL-24AGH17 installed. The vents sound like an air force jet is taking off. I have tried installing sound dampeners at the turn, and replacing the vent registers, but it is still loud. It is a small apartment, so I am wondering if there is just too much air pressure. Is it possible to reduce the pressure coming out of the air handler? Any other ideas on what I can do to reduce the noise? Thanks in advance for your time.
