Outside unit not running

Of course…hottest day ever. I left the house for a little while, came back and all the appliances clocks are flashing, so there must have been a power interruption. Inside unit is running and blowing warm air, outside unit isn’t running. No breakers flipped. Turned everything off, and let it sit, tried to turn it back on, same deal. Inside unit is running, outside isn’t but there is a slight hum coming from the unit when you get close. Air filter changed two weeks ago. Does this sound like something cheap or super painful? Any other ideas or things to check?
