Heat pump fan slowly rotating

How do I troubleshoot a heat pump condenser fan that spins very slowly? The system has power and is commanded on through the thermostat, but they system does not heat, the condenser does not actually kick on, and the fan is just slowly spinning.
It’s a new system installed in the last year, and I just had my ducts cleaned. Having to run on the backup gas furnace right now.
