abnormal electrical usage with heating system on

Hey everybody my ex and I are renting a house and I'm a contractor. We've noticed over the last few months that are electric meter spins like a banshee when the heating systems on. The heating system was put in by Joe schmo handyman, and I do not believe that it looks good but I believe there might be something off with it. But this electric bill stuff is a problem and we are not sure I was hearing mechanical noises for a while but now I suspect that's just the duct work cooling off but there was it sounded like a screeching mechanical noise. However today I went underneath ran the system three four times could not get it to repeat any noises or anything of the sort.

I am now looking into checking the electrical wiring going back to the power box, however is there anything I need to look at that could possibly cause high electrical usage it's a gas furnace, I do believe our system might be a little undersized for the house, our gas bills are usually really high. But this just seems to be a totally different animal.

And when I say hi I mean our electric bill was $500 last month, and it normally is 200.
