Is HD Homerun and plex the best solution for local tv on multiple devices?

I have a new Windows computer with an i9 and NVidia graphics card and 24TB of storage. I currently use it as a nas and it runs several services such as plex.

What I would like to do, is to record local tv (mostly football) and watch in real time on 5-10 devices at once. I would prefer 4K recordings (where available) and 60fps (where available).

I know windows media center used to be great but with support stopping after windows 8 (I believe) I wasn’t sure if my pc could be my tv tuner/dvr and then add the files directly to my plex library.

I also wasn’t sure if this is the best route for starting the game on multiple devices at once, but I can cross that bridge later.
