Cheap and quiet Mini Media PC for Plex?

I'm currently looking for a very silent (even better: fanless) Mini PC who will serve as a Media Center in my living room.

I did a lot of research but the opportunities are just overwhelming.

My requirements:

small form factor (not bigger than a usual DVD/BlueRay player)
super silent (preferably fanless - but that usually comes with a price $$$)
good performance to run a Plex Media Server (PassMark score over 2000 --> https://support.plex.tv/hc/en-us/articles/201774043-What-kind-of-CPU-do-I-need-for-my-Server- - e.g. Intel i3 6100U)
pre built (so I only have to add a HDD, Ram but don't have to choose a CPU, add heat sink paste...)
cheap (max. 400$ / 350€)

I'd be forever grateful for any help!
