What is this? Why did the previous owner have it buried in the back yard? And how do I fill in the bucket full of putrid water burrowed in like a warthog?

Looks like an old sump pump, presumably that area floods and they thought that was a good idea to get the water out lol
You should be fine to just fill the hole. The fact that groundwater is that close to the surface is another issue entirely lol
