Question about houston public defenders

Heard a news story on NPR the other day about New Orleans public defenders not taking any new clients because they can't take the additional work load and feel they would be doing a disservice to the defendants. I am curious is the Houston public defender system any better? I'm not in need of one or anything but seeing as how the two cities are relatively close I was wondering if the same held true for here.
