Does anyone know who is in charge of traffic lights in the city?

This is mostly a rant, but Iā€™d love to get in touch with the correct city official so I can bitch to them. My job is in the River oaks area, I usually leave around 3:30 and while traffic is bad, itā€™s not full on rush hour. I had to stay late today and left at 4:45. One of the routes home for me is taking westheimer into downtown, to 2nd ward. I have to take this route because 59 is a parking lot, and Kirby to Allen parkway through River oaks is a nightmare as well. I went through 24 lights on westheimer alone, 37 total, and I stopped at most of them. The timing of these lights is insane. 4 cars go, and if you get a green, the next light is red. It is the worst traffic management ever. God forbid there is a metro bus on westheimer. It took 33 minutes to go 5 miles. Iā€™ve been living with this commute for 3 years, and while itā€™s usually not terrible, Iā€™ve been thinking about how awful the light timing has been around the city in general. For reference my commute to work is usually about 13 minutes door to door at 6:45am. Thank you for listening to my rant.

In addition, this is waaaay better than the hour long commute I used to have from the burbs.

TL/DR: the traffic lights in this city are timed like they are controlled by a vengeful teenager.w
