Is Rosharon or Sienna a good pace to buy a house?

I am looking to be a first time home owner and am looking at the low budget options around the $300k. However, I plan to live in this house for about 2 or 3 years, then move on to somewhere else.

What I want to know about these areas is that, are these good and would these be considered "upcoming"? I plan on renting out the house 3 years down the line while I move somewhere else.

I also work in Rosharon so the drive won't be terrible for me in the meantime. I am looking at new construction houses and can find options for about $300k.

What other areas would you suggest for these? I can see options in quail valley (not new though) and Arcola, TX.
