How and when do you repot?

I started growing herbs/plants from seeds on the window ledge of my room. Chives, thyme, aloe and spring onions.

I am a complete beginner but I feel like it's time to move to a bigger pot cause I feel like it's getting crowded after it started to grow. Roots are slowly poking through the drainage hole at the bottom which I assume is a sign to move pots.

Do I just take everything from one pot to another? Is there a specific way to do it? Do I have to put a layer of new soil onto my new pot and then the plants/old soil on top?

Do I water before re potting or let it get a little dry then do it?
