Solar water heater in winter (nor cal)

Was wondering if anyone had any input if it would pay tomrog.ip a diy solar water heater for.my hot tub. I live in nor cal and only.use.the tub from now till spring. Our average highs are probably 50-60° but not a lot of rain/clouds anymore. Our power is stupid high at $0.33/kwh. Would propane be cheaper if solar isn't viable?
