$250 for a brand new HOTAS Cougar. Is this a fair price?

I really like the aesthetic of the Cougar. Wondering if $250 is a fair price for a brand new HOTAS with the USB port. This is the top end of my budget. I'm in no rush and am happy to wait until prices fall again. Also wondering if the Cougar works fine with Windows 10? Any advice is appreciated.
