Changing difficulty in NG+

So, I may be missing something, but I mistakenly started my NG in normal and would like to switch the difficulty to a higher one, but seem to be unable to at all. Is this normal?

Well I'm to the Grave Hoard quest, so I suppose I'll just finish this game at this rate, haha
