Is soundproofing really all or nothing? What kind of difference do small chances in a room make?

I saw a post on AVSForum that stated soundproofing is all or nothing, meaning it's only worth it if you go all out and spend the big bucks. Do you agree with that?
Is there anyone out there who did soundproofing to an already normal constructed room in a house, I mean like "small" budget things $1000-$4000? If so, can you please tell me what exactly you did, how much it cost, and what kind of difference that made for you.
