Need guidance on a first time summer curriculum

Hello! I have a 17 yo foster son who is extremely behind in school. During the school year we are so focused on helping him pass his classes that we don’t have a lot of time to help him build the foundations he desperately needs.
I need to put together a summer curriculum to help him with basic English & grammar skills but I have no idea where to even start. I would greatly appreciate any guidance you can offer. Thanks in advance!
