Do I need a permit for altering the concrete steps at front entrance?

I bought a townhouse that have 4 front concrete steps which are connected to those of the next door neighbors. My mother will be staying with me and she is having trouble taking big steps. I am considering altering the steps (only on my side) from 4 steps into 5 steps. Do I need to get a permit for this kind of work? and would it be a problem that my neighbor will have different number of steps?

Depends on your city (and/or HOA). I've got one property with an open violation because we did similar work without getting a permit (didn't even change the steps, just replaced some broken stuff) and I've got another property that we are replacing the entire entrance without a permit needed. Go figure.
