Where do I go to find my local building codes?

I recently purchased a home that consumed most of my budget despite needing plenty of work done. I want to do as much as possible myself, but I dont know where to find the relevant building codes for my home.
Who sets and enforces the codes for my home? The city, the county, the state...? Googling hasn't been very helpful and I get the impression there are layers to codes. For example, it seems like my county and city both have opinions?
