Heat pump fan has ice keeping it from turning. How do I handle this?

Snow filled the gutters, them it started raining and the gutters were not directing the rain so it managed to drip directly into the heat pump. Now the fan blades are frozen in place.
How should I proceed? I was going to try and use a stick and see if I can carefully free the blades, but assuming that doesn't work I read one suggestion that I could pour hot water on it? I'm worried about damaging the unit.
When we discovered the problem we turned off the breaker.
