Irrigation leak or broken meter?

We have two meters by the street. One is for the house the other is for our irrigation system. Normally our irrigation runs ~5k gallons a month. This month it was 30k gallons. I went and looked at the meter and confirmed the numbers.

When the system is off the meter doesn't move. No matter what zone (1-5) I turn on the meter flies around. About 1 gallon/2 seconds. Nothing seems out of the ordinary. The pressure at all of the heads seems normal and I don't see water bubbling up from the ground. Obviously, I'm trying to get the utility company to come look, but I was wondering if anyone has experience with this? Would I notice a leak at that rate over the course of a month?
