What to do and how serious are springy/bouncy floors?

Our first floor living room is above our basement has become springy. This worries me as I'm concerned it means there is damage or some other problem with the structural integrity of the floor and that someone is going to get hurt. How serious is this? How quickly do I need to get this resolved? Who would I contact to evaluate things and/or make the necessary repairs? How much might something like this cost. I'm pretty freaked out because we spend a lot of time in the living room and I don't want anyone to get hurt.
