Shopping for an out of state family member.

Good evening!
I’m currently looking at two house one 190k monthly 1,300. Second house would be 180k with a monthly of 1,200.
Here’s the thing. They live in Alabama we all know it’s cheaper to live in the south. He is on retirement. He gets two different pensions. Now he said it wouldn’t be a problem to make the payments.
How does Texas compare to Alabama law and tax’s? Can someone help me!? I just need them to live closer and they own a home in Alabama worth about 80k that is paid off.
