There is a confirmed spy living across from Carrie. Quinn has proven that with photos of the man entering a maintenance van with the same markings as the one Sekou was driving that exploded.
Dar has confronted Carrie and told her to stop consulting the president elect. So he sets out to tarnish her image and possibly worse.
But what I don't get is why this all seems to be a ruse to get the president-elect Keane stuck in a room to watch Alex Jones.
There was only one fatality besides Sekou, the bomb didn't go off until he cleared the bridge, but also well before reaching the hotel the President was staying at. Just hearing Dar basically say, "We got lucky only one person died, imagine if he had reached his destination?" tells me that he calculated and minimized collateral damage while maximizing the fear output to the fullest potential.
But why would Dar do this to his own country?
Dar wants to make the President afraid of this threat he created so she won't cut funding to his defense programs, because he genuinely believes they are the best way to protect America. Dar thinks it's because of her son's death she wants to do this, so convincing her with words would be nearly impossible.
He thinks that she will put a lot more American lives at risk than just the two that he sacrificed if she has her way. When he gets found out i'm willing to bet he says he did it to prevent a second 9/11 (while forgetting the CIA got blown up with the VP, his family, and over 200 people a couple seasons ago)
