NOOB question- cloud nas, plex, 10GBE, retro game saves, Home Assistant, and more

I have a threadripper 1900x pc with a 1080ti sitting around doing nothing. I have an idea of what I currently want, I’m just not sure how to start.

• cloud nas - access my files from anywhere but when I’m home it will use my local 10GBE network.

• plex server

• windows machine - I don’t do much in windows, but some things only run in windows or just run better

• Linux machine - see above

• retro game saves - I have a retro pi hooked up to my tv but I’d like to also have a handheld. I would prefer to have a way to sync the game saves.

• home assistant

• photo backup - local backup of a few iPhones and iPads, but also a way to access my photos from my digital camera (preferably just a way to export from Lightroom into specific folders)
