What is a good and cheap-ish processor and MB for small server

i know cheap = not good but im looking for something somewhat reasonably priced processor and motherboard. will most likely be running proxmox with home assistant AP controllers, few docker containers and a cloud drive. or might just go with truenas route not quite sure yet. atm i have a mini elitedesk with a A8 processor running homeassistant and a fer other stuff on proxmox but its not beefy enough for what i want.

I have been eyeing the chinese x99 Matx motherboards are they any good? and have a motherboard with a i7 870 can this be able to handle it also planning on running my NVR out of it too.
