HP Proliant DL165 G7 POST loop?

So... This sucks. As the title states I have an HP Proliant DL165 G7 in my rack. Problem is that it refuses to boot or even get to a BIOS screen. It is continually stuck in the state where the fans spin up and they never slow down to normal operating speed. The system doesn't give any POST messages nor does it display anything at all.

There are indicator LEDs on the system board for the BMC to show that it does power on, initialize, and get into a state where it is "active". I will attach two photos of these LEDs prior to power-on and after requesting power-on.

I have opened the access panel, removed any and all I/O (keyboards, HDDs etc) and still it will not successfully POST.I've read the manual and tried to reset the BMC and BIOS, re-seated the CMOS battery, and rechecked all the power supply connections. I'm pulling my hair out over here.Does anyone have any advice / know what may be causing the issue?

UPDATE: I have been able to log into iLO and get access to system logs. However there is no data in the log stating that the system is in a degraded state or experiencing any errors. I'm officially at a loss with this one.

UPDATE 2: I give up and I'm just gonna strip it for parts and move on. Try to recover my data in the future.
