Car burglar

Hello so theres a guy who walks around the neighborhood at the same time always checking and stealing from cars , i have a foid card but i can’t just go outside and shoot him . When the cops are notified they dont really seem to care much and have said they cant find the guy which is dumb because he literally does it at the same time and locations every time . They show up 30 minutes later expecting to still find him in the same spot , what can i do?
