Ideas to automate server host startup and EGPU external power

I have a IBM x3550 m4 running proxmox hypervisor and will be installing a tesla m40 card with a PCIE x16 extender cable externally. I would like to be able to automate a boot up sequence which would include 3 things:

  1. Turn on External 650w PC PSU connected to tesla.
  2. turn on the external blower fan for tesla card.
  3. turn on the host (wake on lan?)

Would the easiest way to achieve this be to write a python script that does these on a raspberry pi and have it short the psu mobo pins, then short the blower fan header, then wake on lan the host?

I'm just trying to come up with an easy solution for remote controlling the process with putty ssh.
