Is Holland a passive aggresive town?

I grew up in Chicago most my life. Came here recently the past few years for a change. I've noticed my neighbors are slightly passive aggressive; little things like for example on trash day if the trash guy accidentally drops the can over on it's side, my neighbor(s) will leave it out for a few days because, "oh no! It's not upright."

When I first got here I would turn the outside lights on at night. Soon after, my neighbors across the way would turn theirs off.

I recently did new landscaping to my place. One of my neighbors was a landscaper for a good portion of his life. Either he doesn't the work I did, or he is slowly trying to grandfather a portion of my property to his so he mows one line over my property line now. Last year he did not. This past falls he blew some leaves onto my front yard when I had just raked it.

If I open my curtains the people across the way will close theirs.

Recently my spare keys were stolen from my backyard... directly in line sight of two of my neighbors. Two smashed bottle were replaced by the keys.

I have done nothing to my neighbors. I've been as nice to them as possible. I find it strange people would behave so childish. Is it because I'm not native to this town?

Does anyone else experience this or notice stuff like that in this town?
