Why isn't my map recognizing my files?

I'm reshaping the coastline of China (don't ask why), I got the world_normal, terrain, rivers, and provinces files complete, but so far, the game is only recognizing the provinces file, and none of the actual land is different.

So far I've made sure each file is saved as 8-bit but If I had to guess it's something else to do with the image coding
