Not receiving an event to set up Vichy France as Germany

As it says, oftentimes when I play as Germany and capitulate France, I don't get an event to create Vichy. It happens mainly with Rt56, and it seems to be correlated with France becoming the French Commune.
Does anyone know anything about this? Is there any way to fix it?
