Can my HP Pavillion Gaming laptop 15 run Hoi4?

Like the title says can I run it? I recently played a game of HOI4 and I ran into lag as I prepare to invade the Baltics. ( I used Console commands to make my game easier such as construction and radio towers and more manpower and faster tree research speed you get the idea ) and it started to lag and I tried going to the lowest graphics possible but it still lags like shit. Any tips?
