Question about Steam accounts and DLC

So I shared a steam account with my little brother and have my own DCS log-on, he doesn’t play DCS.
Recently, he changed the password and decided that he doesn’t want to share an account anymore, no big deal.
Is there any way to recoup my loss as I purchased my F15 through my DCS login, or are they solely associated with the Steam account?
