Offset pitch ladder???

Hello
i am trying to fly the second mission in the f/a-18 campaign
my problem is that the pitch ladder seems to shift making it difficult to fly properly, CCIP is also affected and is never vertical no matter what i do
is there anything i can do, i think it is tied to the nav system, but i dont know what or how to operate that.
Any help appreciated, thanks
