If the product is made too early in the year, they won't have access to all the rookies that played in the season. For example, Series 1 usually comes out in October or November. If a rookie makes their debut on NHL Opening Night in early October, that's not enough time for them to grab a photo, mass produce their card, and have that all done in time for the product release.
A couple of times recently (2022-23 Allure is the first example that comes to mind) UD sorta knew or expected certain rookies to play and included them in the product checklist. In Allure last year, Wright, Slafkovsky, Sanderson, Johnston, Kuzmenko, and Marchenko were included as bonus rookies on top of the group of carryovers.
Most recently with 2023-24 Ice, the rookie class was just the carryovers, plus the big names in Bedard, Fantilli, Cooley, Carlsson, and Benson. It makes the product feel incomplete as some notable rookies (Korchinski, Poitras, Minten, Mintyukov, etc) don't have cards.
