HIPAA violations in therapy

My partner's ex wife has her masters and is a marriage/family therapist. They were married and living in Washington state at the time. He left her because she cheated on him multiple times while he was deployed and she was abusive and very likely a narcissist. She was having him type up her after session therapy notes between appts for her patients. At the time, he did not understand it was a HIPAA violation. He just thought he was being a supportive spouse and helping his wife out with her work. We have screenshots of these things taking place and we want to know if he should report her for violating HIPAA and patient confidentiality. He has worked very hard at furthering his career, finishing his degree and being rid of her and is still working on getting rid of the thousands of dollars of debt that she ran up in his name while he was deployed so we obviously don't want him to get in any trouble since at the time he did not know it was such a serious violation and she was very manipulative. Does anyone understand these rules and the law better?
