Is confirming the validity of documents a HIPAA violation?

I work in property management and unfortunately have had people submit fake letters so we are now required to call the provider and confirm that the letter is valid. I found on the HUD guidelines and we are allowed to do this. My biggest frustration is there is a fifty fifty shot that the office won’t verify it and claim it is a hipaa violation. I don’t see it as a violation as I’m not asking for any information on the patient at all, I just need to confirm that the signature is legit and not forged.
