Changed Hero Pool on PTR?

On the older ptr's, I used to have the majority of the heroes unlocked for me to play. On this ptr I only have the ones I own on live and the ones on the current ftp rotation. Has Blizzard said anything about is, is there any explanation. Not wanting to sound salty, just looking to see if anything has been said about it.
