It isn't listed on the main page, but if you click the drop down for "More" and click HOTS, there are two hero bundles on sale. One for $8 and one for $40. This may not be new, but I haven't seen it before today and I always check the sales.

I have unlocked every hero from just playing the game. Just getting gold from challenges is enough. Not to mention, leveling heroes gets you gems as well as elo.
