Different epic pity timer in Barrens packs?

I'm tracking my pack openings and notice I didn't get an epic in 11 consecutive packs (the 12th had an epic). There used to be a 10-pack pity timer for epics - does anyone know if this has been changed, or is it a bug?
I have double checked that I only have the four epics I have tracked (so I didn't miss one by accident). Or is this a new case of an epic appearing as a different rarity, like what happened in the Darkmoon Races mini set?
