Why isn't there a minion with anti-charge ability?

Pretty much what the title says. Before Hearthstone, I played another CCG called Shadow Era. One of its staple minions blocks any charge while it is in play. Has Blizzard ever mentioned creating such a card? Clarification: what I mean is a minion with aura: "All minions lose charge"
