At what point can IEMs be better than headphones?

Take the 58X modded with the solderdude mods as an example. That is a headphone below $200 but is supposed to be very good with the mods. At what price point of IEM can it beat the technical performance of the headphone? Iām not super well-versed on headphones so sorry if this sounds dumb
