When a reviewer says, β€œ these scale well with a powerful amplifier.” What are they actually saying?

Every time I see a review were talking about a headphone like the HD 600, or the DT 1990 Pro, or really insert any headphone here, a lot of the times they will mention how you need to pair them with a good amplifier to” get the most out of them.” And quite frankly, I have no clue what this means. Would someone mind shutting some light on this? I’ve always been someone who is a little bit frugal when it comes to amplification and DAC purchases, so I don’t really know what it’s like being in the top end of amplification, so maybe some of you here can shed some light on this topic? Are we actually missing out on some thing by not having super powerful amplifiers?
